Update on the Temporary Protection Transition Scheme (TPTS)

01 October 2026

The TPTS is Now Open

The Temporary Protection Transition Scheme (TPTS) lets eligible people move from Temporary Protection to a longer-term permission. It does not replace Temporary Protection.

  • Stamp 4 - Work without an employment permit, or run a business
  • 2 Years - Renewable for 2 years at a time
  • Citizenship - Time on TPTS counts towards citizenship (naturalisation)
  • Family - Can cover your family unit living with you in Ireland

Eligibility

Key Dates

  • 30 Sep 2025 - You must have been living in Ireland on Temporary Protection by this date
  • 30 Mar 2026 - You must have started work by this date, and worked without a break since
  • 30 Sep 2026 - Applications open. Must have one year residence in Ireland before the 30th of September.
  • 30 Mar 2027 - Applications close. No late applications accepted
  • 4 Mar 2028 - Temporary Protection is due to end across the EU

Core Eligibility Conditions

Main applicant must be +18 years old and meet all three conditions. Good character conditions also apply

  • RESIDENCE
One year living in Ireland on Temporary Protection before 30 Sept 2026. Up to 90 days abroad in total is allowed. Time on TP in another EU country does not count.

  • WORK AND INCOME
Six months of continuous employment or self-employment, still working when you apply, earning at least €29,432 a year before tax.

  • HOUSING
Living in independent accommodation when you apply, not State-supported housing.

Income

What Counts Towards Income

  • Gross pay (before tax)
  • Full-time or part-time work
  • Two part-time jobs added together
  • Pay from TÚS or Community Employment
  • Self-employed income

What DOES NOT Count Towards Income

  • Social Welfare payments
  • Savings
  • A partner's or adult child's income
  • Support from friends or family

❗No exceptions published
The guidance lists no waivers for single parents, carers, people with disabilities or students.

❗Documents Needed
At least 2 from previous 6 months of: 4 x payslips, contract or employer letter, Revenue letters or Bank statements

Housing

Proof Accepted

  • Letter from a letting agency
  • Tenancy or licence agreement
  • RTB registration
  • Proof you own the home

NOT Accepted

  • Hotels, guesthouses and other State-contracted accommodation
  • Rapid build or modular homes
  • Hosted homes paid through the Accommodation Recognition Payment (incl. Red Cross Pledge, Offer a Home)
  • Staying with friends or family with no rental agreement

You can apply the day you move to independent accommodation. No requirement to have lived there for specific time.

Family Applications

The main applicant must meet the 3 Core Eligibility Conditions (Residence, Income and Housing) and their income covers the family. Each member files their own application with the Family Identifier. If main applicant is refused, all linked family applications are refused too.

Before You Apply

Things to consider before submitting your application:

  • STATUS - You will no longer hold Temporary Protection status.
  • ACCOMODATION - If you give up state supported accommodation, you will not be able to return to it even if you take up Temporary Protection again.
  • DRIVING LICENSE - If you are granted TPTS, you will need to change your Ukrainian driving licence. Prepare for this and contact NDLS.
  • FAMILY REUNIFICATION - You will not enjoy Family Reunification entitlements under the Temporary Protection Directive. TPTS does not create family reunification entitlements.

How To Apply

  1. GO TO ISD ONLINE FORMS - Create an Immigration Service online account: inisonline.jahs.ie
  2. SUBMIT YOUR APPLICATION - Submit your application with all documents. Families: main applicant first, to get the Family Identifier.
  3. WAIT FOR A DECISION - Your Temporary Protection stays active while you wait, even past the deadline.
  4. APPROVAL - Approved? Register your Stamp 4 within 90 days of your grant letter
  5. REFUSAL - Refused? You can appeal by email within 30 working days. You keep Temporary Protection.

If You Are Not Eligible

Not applying, or not eligible?

Temporary Protection continues until 4 March 2028, with the right to:

  • Reside in Ireland
  • Work without a permit
  • Access Eduaction
  • Access Social Welfare
